“Turkey really wants to see a buffer zone right now on its borders, but that cannot happen unilaterally,” adds Nuh Yilmaz, a foreign-policy analyst based in Istanbul.

Yilmaz notes that the number seems to have little practical weight: “I think Turkey has the capacity for more than that,” he says, adding that that Turkey hosted 500,000 refugees during the Iraq war.
